Resumen del Proyecto

Within UMSA, DIPGIS is the work unit with overall management functions to support research, postgraduate activities and social interaction. DIPGIS has the mandate to promote research capacity at UMSA, in order to strengthen scientific and technological development within the framework of the university's and Bolivia's development policies and plans.

The management of research, post-graduate activities and interaction with society at UMSA is organized in accordance with the university's guiding principles, as well as the following criteria:

• Policies and strategic plans of action for research, postgraduate, social interaction are defined in a collective and participatory way.
• The need to reduce bureaucratic procedures in the administrative aspects of research and postgraduate activities.
• The prevalence of an attitude that favours necessary change and organizational transformation at DIPGIS, as well as at UMSA's research and post-graduate institutes.
• The definition of policies for management, strategic planning and medium and long term perspectives, related to research, post graduate activities and interaction with society.
• Control and monitoring of timely statements of accounts.
• The development of ICTs management tools.

In order to develop effective and efficient management procedures, through this project DIPGIS will strengthen the following areas:

• Management and administration of research.
• Postgraduate activities.
• Social Interaction.
• Communication and dissemination of information on Research and Innovation.
• Financial Management.
• ICT management.

 

Together, these areas constitute UMSA's system for management and administration of research, post-graduate and social interaction. The system shall improve the conditions for the university to carry out research, in line with the needs of creating integrated knowledge relevant the development of Bolivia. The system shall also facilitate the development of "research networks".

Impacto

Baseline: In the first year and a half of the activities, and with the experience of the previous period of cooperation, we concluded the SICYT System Database which gathers all information of the investigators at the UMSA University. We did the main following workshops: - 2 workshops about analysis and construction of the management processes of research. - We present the research results of the previous period (2000-2012) of the Sweden Cooperation in an event at Radisson´s Hotel with the presence of the Bolivia´s vice-president. - 5 workshops for completing the diagnostic of Master Plan of ICT 2015. - 3 workshops for getting to do all requirements that KPMG consultants request us for complete the reform process. Inside of the research funds, the “Competitive Projects” were selected and approved 20 projects in the beginning of 2014; they started on March 2014, and will finish on the first trimester of 2015. Now these projects are in the process of conclusion. The Master Plan of ICT conclude the diagnostic phase with 5 workshops in which participated UMSA´s Rector, Vice Rector, Institute´s Directors, and investigators, it will start the phase of implementation on 2015, in which we hope to get the Master Plan of ICT. The Reform Process of DIPGIS, concluded describing the AS IS processes of all areas of DIPGIS, we described TO BE processes. We are doing the Organization and Research Manual gathering all the necessary information for it.

Objetivos

Objetivo General

• Improve the management of research, Post Graduate Education, Social interaction, communication and diffusion of research, and financial management at DIPGIS - UMSA. Design and propose rules and mechanisms of registers, Copyright and Intellectual Property for its approval. Count with a Master Plan for ICT's at UMSA.

Objetivos Especificos

• - Nº 1 To have specialized professionals in the field of management assuring a good Management and Administration Research. - Nº 2 To optimize the processes and mechanisms of efficiency and effectiveness in the management of research at DIPGIS as a model of management to UMSA. - Nº 3 To design mechanisms and regulation of copyright, Registration, intellectual property, patents, etc. at the UMSA. - Nº 4 To finish the first phase and begin the second phase of the reform process. - Nº 5 To finish and approve the diagnostic, design and implement the ICT´s Master Plan.
