Within UMSA, DIPGIS is the work unit with overall management functions to support research, postgraduate activities and social interaction. DIPGIS has the mandate to promote research capacity at UMSA, in order to strengthen scientific and technological development within the framework of the university's and Bolivia's development policies and plans.

In order to develop effective and efficient management procedures, through this project DIPGIS will strengthen the following areas:
Together, these areas constitute UMSA's system for management and administration of research, post-graduate and social interaction. The system shall improve the conditions for the university to carry out research, in line with the needs of creating integrated knowledge relevant the development of Bolivia. The system shall also facilitate the development of "research networks".
Improve the management of research, Post Graduate Education, Social interaction, communication and diffusion of research, and financial management at DIPGIS - UMSA. Design and propose rules and mechanisms of registers, Copyright and Intellectual Property for its approval. Count with a Master Plan for ICT's at UMSA.
- Nº 1 To have specialized professionals in the field of management assuring a good Management and Administration Research. - Nº 2 To optimize the processes and mechanisms of efficiency and effectiveness in the management of research at DIPGIS as a model of management to UMSA. - Nº 3 To design mechanisms and regulation of copyright, Registration, intellectual property, patents, etc. at the UMSA. - Nº 4 To finish the first phase and begin the second phase of the reform process. - Nº 5 To finish and approve the diagnostic, design and implement the ICT´s Master Plan.
